Committee on Municipal Affairs, Internal Security and Sports

18 member of Parliament belong to the Committee on Municipal Affairs, Internal Security and Sports: ten CSU members, four SPD members and two members each from the FREIE WÄHLER (FW) and Alliance 90/The Greens (GRU).

The Committee on Municipal Affairs, Internal Security and Sports‘ area of responsibility is largely the same as that of the Bavarian State Ministry of the Interior, Building and Transport and therefore includes all issues that concern the  municipalities (e.g. municipal taxes, contributions and charges, the municipalities‘ economic activity, securing municipal public services).
The committee is committed to strengthening the municipalities‘ autonomy through municipal law. For example, it supported anchoring the strict connexity principle in the Constitution of the Free State of Bavaria in the past. When asked for an opinion on the Fiscal Equalization Act, the committee takes great care to ensure the municipalities are provided with the finances needed to fulfil their duties. One legislative project that the committee was responsible for advising on in the previous electoral term was the revision of municipal and county electoral law and other provisions. The age limit for the eligibility of professional mayors and councillors was revised, among other things.
Its area of responsibility regarding security includes police matters and internal security (including civil protection, fire and rescue services). Consultations in the field of internal security focus on measures for combating crime and defending against threats from international terrorism. At the moment the committee is intensively monitoring the development of the digital network for all authorities and organisations with security duties in Bavaria.
The committee has also been responsible for sports since the 17th electoral term. The committee also hears experts to prepare for decisions. Last but not least, the committee also regularly deals with a number of petitions and complaints from citizens that come under its specialist area of responsibility.

The Committee on Municipal Affairs, Internal Security and Sports Meetings

The meetings always take place on Wednesdays during sitting weeks. They are convened and chaired by the chairman. Besides the committee members and head of the committee office, state government representatives responsible for the specific agenda items also attend.
